The development of China as an economic and political powerhouse has generated serious concerns in Washington and the West in general. The view that, as a developing nation, China would morph into some sort of capitalist democracy was assumed. This was a profound miscalculation. In fact all the norms of the "Washington Consensus," the western rules-based order, are now being challenged. We will examine the evolution of this "rules-based order" driven by western interests and how the dynamics of 3rd world nations (referred to as “the Global South") and China challenge the post World War II western consensus.
